JAMES DEBONO MALTATODAY'S latest survey, carried out in a tumultuous po- litical week, still shows the PL leading by four points as was the case last month, but the survey also shows Joseph Muscat losing three points in his trust rating as the Opposition leader gained a point. The survey, in which 650 re- spondents were contacted by tel- ephone and accepted to partici- pate, was carried out between Tuesday, 25 April and Friday. At 3.5 points, the trust gap between the two leaders is the narrowest registered in Malta- Today's surveys since the 2013 general election. Moreover at 37.5%, Muscat's trust rating is slightly higher than that regis- tered in March 2016 just after the Panama Papers scandal hit the country. This suggests that allegations of corruption against the PM's chief of staff, Keith Schembri, and claims of personal involve- ment in Egrant have dented the PM's trust rating. Although still within the survey's margin of er- ror the four-point difference be- tween the two parties has been consistent in the past three Mal- taToday surveys and is slightly h i g h e r than a year ago. TRUST RATING 37.5% 34% -2.6pp +0.8pp Newspaper post MATTHEW VELLA THE position of the Prime Minister's chief of staff, Keith Schembri, is unten- able. By the very standards once promised by the Labour government upon election in 2013 – but more importantly by the simple, heartfelt, measure of common de- cency – Schembri has to step down now from his position as he faces serious al- legations of having received kickbacks through Brian Tonna's offshore company. Understandably, the denials have been clear on the part of Schembri: the al- legation that fees from Russian clients who acquired a Maltese passport paid to Tonna's offshore company were kicked back to Schembri, were challenged by his insistence that he was being repaid for a 2012 loan to Tonna. But this is certainly a matter of criminal inquiry, for a magis- trate to establish, and in the midst of the serious accusations, it is unthinkable that the Prime Minister is assisted by a chief of staff whose association with offshore companies is indelible. This is a serious matter that touches up- on the authenticity of any head of govern- ment. Even without the proven accusation of bribery, Muscat's cavalier attitude on Panamagate and the offshore holdings of his chief of staff and the minister he re- tained by his side, undermines the cred- ibility of the prime minister and leaves the common man in the street smarting. With Godfrey Farrugia's seemingly inevitable resignation, even within the miasma of 'unknown unknowns' of the Egrant allegations, it is clear that the La- bour government has to take stock.
