"We are excited for the launch of this new Amer- ican Express capability, which offers merchants a best-in-class service proposition," said Ste- phen Teuma, Country Manager Malta, Global Payments. "It allows us to provide American Express merchants with a comprehensive solu- tion." Tania Platt, Vice Presi- dent, Partner Manage- ment – Europe, Ameri- can Express, said the company was pleased to work with Global Pay- ments to support its mer- chant network in Malta. "We are committed to supporting merchants so they can focus on what matters most – running their business," she said. Global Payments is a leading worldwide pro- vider of payment tech- nology and software solutions delivering in- novative services to customers globally. Its technologies, services and employee expertise enable it to provide a broad range of solutions that allow customers to accept various payment types and operate their businesses more effi- ciently across a variety of distribution channels in many markets around the world. THE Central Bank of Malta has announced that Professor Nich- olas Barr of the Department of Economics within the London School of Economics and Politi- cal Science will be delivering a lecture on the welfare state at an event to be held next Tues- day. The lecture, 'Welfare state - Necessity not luxury', will out- line four sets of reasons why countries have a welfare state: to address market failures, to share risk, to assist economic growth and to address distri- butional concerns. It then will discuss the design of welfare states, considering, in turn, the approaches taken to address in- come risks in working life and retirement, health, skills and social risks. It will conclude with a discussion of how to combine good design with fis- cal sustainability. The lecture will be held at 11am at Binja La- parelli within the Central Bank of Malta.
