4 maltatoday | SUNDAY • 13 JANUARY 2019 NEWS JAMES DEBONO A huge multi-purpose sports village and sports hotel is being proposed on a vast 207,000 square me- tre currently occupied by the shuttered Flower Power nursery. The project includes a 4,000 sq.m commercial area. The application foresees the development of a full- size rugby pitch, two full- size football pitches, a sprint track, five tennis courts, four paddle tennis courts, an indoor sports complex, a football and rugby club, a tennis club, a sports health club, sports rehabilitation clinic, a sports hotel an in- door and outdoor garden centre, a commercial area and both surface and under- ground parking. The massive project is be- ing proposed by Earslbury Consulting Limited, a com- pany owned by British na- tional Andrew Howard. Although the area is out- side development zones, the Ta' Qali Action Plan fore- sees a change of use of the area from agriculture and horticulture use, to recrea- tional or sport purposes. But the plan bans residen- tial, office and retail de- velopment on the site, and allows built-up structures ancillary to the sports fa- cilities on the north-eastern part of the site. The plan calls for the prep- aration of an overall com- prehensive plan for the area in order to avoid piecemeal development. Back in 2005, the Plan- ning Authority had refused an application to develop an international fair grounds for international and do- mestic fairs on the site. The application presented at that time also envisaged the development of sports and entertainment facilities.
