maltatoday, SUNDAY, 9 JULY 2017 7 News without permit Only when the development is located on scheduled property, will the PA be obliged to seek clearance by the Superintendent of Cultural Heritage and by the Environment and Resources Authority. While this means that development in scheduled areas like Natura 2000 sites and archeologically protected zones will need a clearance from either one of these authorities, no such clearance will be required in other ODZ sites or in urban conser- vation areas. Development carried out by the director of the Corradino Correc- tional Facility on land designated for the facility will also be exempted from full planning procedures. Barman arrested over flaming drinks incident A Paceville barman was arrested after a stunt involving setting alcoholic drinks on fire went disastrously wrong. The Macedonian national, who lives in Swieqi, was setting the drinks alight at a bar on St Rita Street, Paceville, when the flames spread to the faces of his clients. An Italian boy, 16, suffered serious injuries. The medical condition of the other two victims – an Italian girl, 16, and Spanish girl, 17, is unknown. Toddler falls off Valletta swing An Australian three-year- old girl was hospitalised on Friday night after falling off a swing erected on St George's Square, Valletta. The swings, erected for the Malta International Arts Festival, are equipped with motion sensors so that music is played when the child sitting on them swings. The girl's parents took her to a nearby health centre, but she was later transferred to Mater Dei for treatment. Pedestrian, 50, hit by car, then run over by incoming car A 50-year-old man was run over by a car as he was crossing Aldo Moro road on Friday night. The Italian national, of San Gwann, was hit by an Opel Astra driven by an Ghaxaq man, 42, at around 8:50pm. Subsequently, a Nissan Qashqai vehicle driven by a Zejtun man, 38, crashed into the Astra, pushing it onto the pedestrian. CPD and police officers had to lift the vehicle to release the man, who was later rushed off to Mater Dei for treatment. of protection accorded to buffer zones of areas enjoying a higher level of protection. Two brand new dwellings have been approved in the Wied Ghomor valley in St Ju- lian's, instead of two dilapidated dwellings, while a cafeteria and a brand new dwelling were ap- proved outside development zones in Wied il-Kbir in Qormi. Nationalist MP Jason Azzo- pardi, who placed the PQ on the development applications, says the reply was "further cast-iron evidence of the PL's crass politi- cal dishonesty." "I augur that each and every one of these 1,247 permits had every legal reason to be ap- proved. But I cannot help ask- ing: why wasn't the same zest and overdrive shown every month in the previous years?" Azzopardi said Labour kicked up a fuss in 2014 over 13 en- croachment permits he had approved as minister responsi- ble for lands during the three- month electoral campaign of 2013. Encroachment permits are temporary, and among the 13 permits these included a basement store for a Hamrun band club and a Valletta par- ish, premises to two NGOs, an encroachment for tables and chairs for a Gozo restaurant, and a small tract of land for bee- keeping in Mellieha. "They were were completely in line with the number usually ap- proved during the year. Muscat asked the NAO to investigate me for the 13, completely run- of-the-mill, temporary, legal en- croachment permits I approved in electoral campaign. And the NAO had concluded that all were in line with the law. What should we say of the 1,247 per- manent planning applications his minions approved in a mere five weeks?"
