NEWS 6 maltatoday | SUNDAY • 19 AUGUST 2018 JAMES DEBONO TRANSPORT Malta has is- sued its clearance for the de- velopment of the 38-storey residential tower and 17-sto- rey hotel on the site formerly occupied by the Institute of Tourism Studies. But Transport Malta's clear- ance is conditional on the gov- ernment presenting a "letter of commitment" to implement the "required transport infra- structure within an appropri- ate time-frame" – a tunnel link that will ensure traffic gener- ated by the City Centre pro- ject does not result in traffic exceeding the road capacity. The contract through which the land was transferred to the DB Group states clearly that the government has to "under- take at its sole cost, risk, legal and financial liability" the "re- quired improvements to the road and utilities infrastruc- ture leading to the site". On the other hand, the company is held responsible for all the infrastructural works within the boundaries of the site. The government has so far been evasive when asked whether it will be footing the bill for the new tunnel, insist- ing that this was premature as technical studies are still un- derway. The TM's clearance was also issued on condition that the developers themselves com- mit themselves to the imple- mentation of a green travel plan for a period of five years to minimize traffic. They will also have to appoint a coordi- nator who will liaise directly with TM on the implementa- tion of the plan. The Green Travel Plan in- cludes a number of targets, which include a commitment that by 2025 10% of employees will be opting for car-pooling, and that 20% of housekeeping and food and beverage em- ployees will be using a mini- van service. To encourage car- pooling amongst all the users of the City Centre, the Project promoters will offer reduced parking fees for car-sharers. Together with other pro- jects earmarked in St George's Bay, and primarily the ap- proved Villa Rosa project, the development is expected to increase the flow of traffic to the area by an average of 7,000 daily car trips. Traffic impact studies have shown that present-day road junctions cannot cope with this increase in traffic. This has made the development of a tunnel mandatory and plans for the tunnel are being as- sessed as part of the City Cen- tre's planning application. While giving its clearance through a letter sent to the Planning Authority on 8 Au- gust, Transport Malta made it clear that the final plans still need the final approval of In- frastructure Malta, the new roads agency, which will have to determine whether the tun- nel proposal is the optimal so- lution, and whether this could be improved upon or whether alternative proposals can per- form better. According to the latest plans by the DB Group, the 1.4 km long tunnel's western portal of the tunnel will be located on a new road connecting Triq il- Mediterran to the Coast Road, whilst the eastern section will link to three underground car parks at City Centre, and the Radisson Blu and Corinthia hotels. The tunnel will be ex- cavated by an underground rotary header and will pass un- der a Natura 2000 site, but the developers' environmental im- pact assessment reports that no habitat loss or damage is expected since the excavation work will be underground. The tunnel will produce a staggering 100,000 cubic me- tres of construction waste – half of which may be reusable in the tunnel structure itself. jdebono@mediatoday.com.mt Transport Malta issues clearance for Pembroke high-rise MATTHEW VELLA THE Malta police force has told MaltaToday it has no di- rect access to CCTV cameras installed at public places. The statement came after a Freedom of Information re- quest was made by this news- paper for a list of all CCTV cameras to which the police force had access. The police force refused the FOI request, specifically be- cause it said it had no access to any such CCTV cameras except for those installed at the Flori- ana GHQ entrances, and any publicly-accessible webcam. Apart from business webcams available to the public over the internet, there are over 60 web- cams installed at various town piazzas and beauty spots oper- ated by internet webcam com- panies. Plans for facial recognition CCTV in Paceville, a concept pioneered by a government company in partnership with Huawei, triggered a privacy scare after data protection watchdogs demanded from in- formation. Bot the Information and Da- ta Protection Commissioner and the United Nations' High Commission for Human Rights special rapporteur on privacy, Prof. Joseph Cannataci, de- manded to know more about the plans for a Huawei-spon- sored 'safe city' that can link up facial recognition CCTV cam- eras to identity databases. MaltaToday first reported that government company Safe City Malta was preparing to issue an order for the techno- logical equipment of high defi- nition CCTVs and prepare a proof-of-concept for areas like Paceville to be monitored by the advanced system. The system can recognise people as they enter an area monitored by the 'safe city' system, a concept that Chinese multinational Huawei is de- ploying in several cities world- wide. Safe City Malta director Jo- seph Cuschieri, today the ex- ecutive chairman of the MFSA, had said the technology could be used for "nationwide deploy- ment". However, the operation would have to be in line with data protection and privacy laws. "For a proof-of-concept public CCTV operation to be put into practice, a stakeholder that will take the responsibility of carrying out video surveil- lance needs to be roped in to the project," Cuschieri said. This would require a Privacy Impact Assessment, since pub- lic CCTV surveillance falls un- der the category of "high-risk data" because of lack of con- sent from data subjects and the potential mass accumulation of data.
