maltatoday, WEDNESDAY, 18 NovEmbEr 2015 5 News NOTICE FOR ROYAL MALTA YACHT CLUB MEMBERS Dear Yacht Club members, please be advised of the following letter for your information, and consider- ation when you cast your votes for the up coming elections for clubs authorities in february next year. TO: HONORARY PRESIDENT OF THE ROYAL MALTA YACHT CLUB. COMMODORE OF THE ROYAL MALTA YACHT CLUB. Dear Gentlemen, I am sure you are aware, section 10 addresses the discipline aspects within the statutes of the Royal Malta Yacht club, you both preside. For your quick reference I will reproduce hereunder both subsections , 10.1 and 10.2 of the lately revised and approved ROYAL MALTA YACHT CLUB STATUTES. Subsection 10.1. The EXECUTIVE Committee , AT ITS OWN DISCRETION, may investigate actions by any member oc- curring during yachting activities or on CLUB PREMISES, which are CONSIDERED TO BE CONTARY TO THE ACCEPTED STANDARDS OF BEHAVIOR IN SUCH CIRCUMSTANCES. THE COMMIT- TEE MAY PENALIZE THE MEMBER CONCERNED BY SUSPENDING, him or her from participa- tion in any number of club activities as MAY BE DEEMED APPROPRIATE. Subsection 10.2. It shall be THE DUTY OF THE COMMITTEE, at any time it shall be of the opinion that the INTER- ESTS OF THE CLUB SO REQUIRE, TO INVITE BY LETTER ANY MEMBER TO RESIGN FROM THE CLUB WITH A TIME SPECIFIED , in such letter giving the reasons. IN DEFAULT OF SUCH RESIGNATION THE COMMITTEE SHALL INVITE THE MEMBER IN QUESTION TO MAKE REPRESENTATIONS , VERBALLY OR IN WRITING, as to why he or she should not be EXPELLED, following which the PROPOSAL TO EXPEL SUCH A MEMBER SHALL BE PUT TO A VOTE OF THE EXECUTIVE COMMITTEE MEETING to be held at the earliest opportunity. THE ROYAL MALTA YACHT CLUB EXECUTIVE COMMITTEE UNDER BOTH YOUR LEADER- SHIP HAVE JOINTLY DECIDED TO APPLY CLAUSE 10.1 OF THE ABOVE MENTIONED STAT- UTES in the case of MR GEORGES BONELLO DUPUIS, PREVIOUS COMMODORE OF THE CLUB, BY SUSPENDING THE MENTIONED INDIVIDUAL FROM THE CLUB FOR GRAVE INAPPROPRI- ATE BEHAVIOUR WITH IN THE CLUBS PREMISES. THE SUSPENSION WAS COMMUNICATED TO THE WRITER OF THIS NOTICE BY THE CLUBS COMMODORE. THE CLUBS SENIOR OFFICERS HAVE FAILED TO COMMUNICATE TO CLUB MEMBERS BY DELIBERATELY NOT DULY POSTING THE SUSPENSION RESOLUTION ON THE CLUBS NO- TICE BOARD AFTER 8 MONTHS HAVE ELAPSED SINCE THE DATE OF MR GEORGES BONEL- LO DUPUIS SUSPENSION RESOLUTION CAME INTO EFFECT AS REQUIRED BY THE CLUBS STATUTES. IN VIEW OF MR GEORGES BONELLO DUPUIS RECURRING BEHAVIOUR , AFTER HIS SUS- PENSION AND HAVING , AS WELL, DISREGARDED THE INSTRUCTIONS GIVEN TO HIM FOR THE EXECUTION OF THE APPROPRIATE APOLOGIES TO THE CLUB MEMBERS AND STAFF AND EXECUTIVE MEMBERS AFFECTED BY HIS BEHAVIOUR THAT RESULTED IN HIS SUS- PENSION AND WHICH WAS COMMUNICATED TO HIM, IS THAT THE FULL APPLICATION OF CLAUSE 10. 2 OF THE DISCIPLINARY SECTION OF THE STATUTES IS FULLY WARRANTED, WITH THE LIFE EXPULSION FROM THE CLUBS MEMBERSHIP SUBJECT TO NO FURTHER AP- PEAL AND FUTURE REVOCATION . I THEREFORE RESPECTFULLY AND PUBLICLY BRING TO THE ATTENTION OF ALL MEM- BERS OF THE ROYAL MALTA YACHT CLUB, THE DISCIPLINARY CASE ABOVE DESCRIBED WHICH HAS NOT BEEN COMMUNICATED TO OUR DEAR CLUBS MEMBERS AS DESCRIBED IN THE CLUBS STATUTES. THEREFORE AS A FULL MEMBER OF THE ROYAL MALTA YACHT CLUB I AM REQUESTING THE ROYAL MALTA YACHT CLUB EXECUTIVE COMMITTEE TO FULLY COMPLY WITH OUR CLUBS STATUTES BY: 1.- POSTING ON THE CLUBS NOTICE BOARDS FOR THE LENGTH OF TIME REQUIRED FOR CLUB MEMBERS TO BE DULY NOTIFIED OF MR GEORGES BONELLO DUPUIS SUSPENSION IN ORDER TO FULLY COMPLY WITH THE CLUBS STATUTES. 2.- THE COMPLETE APPLICATION OF CLAUSE 10.2 ON TO MR GEORGES BONELLO DUPUIS DISCIPLINARY CASE, AND POSTING, IN THE CLUBS NOTICE BOARD THE RESULTS OF THE COMMITTEES FINAL RESOLUTION ON THE CASE, AS PER THE STATUTES OF THE ROYAL MALTA YACHT CLUB. ANYTHING SHORT OF THE ABOVE WOULD BE CONSIDERED A FAILURE TO EXECUTE, ON BEHALF OF THE ELECTED EXECUTIVES COMMITTEES DUTIES AND OBLIGATIONS TO ITS MEMBERS AND COULD BE DENOUNCED LEGALY BY CLUB MEM- BERS FOR FAILING, ON BEHALF OF THE EXECUTIVE COMMITTEE OF THE ROYAL MALTA YACHT CLUB TO SAFE GUARD THE ROYAL MALTAS YACHT CLUB STATUTES ENTRUSTED TO THE EXECUTIVE COMMITTEE BY ITS VOTING MEMBERS. MOST RESPECTFULLY, CARLOS NORIEGA RMYC FULL MEMBER NUMBER 1554 of Tony Abela so par- t i c i p a t e d in the Terra Firma and Canale exercises and in Operation Po- seidon, a Frontex operation. New equipment for the AFM included a brand new helicop- ter and a fast intervention boat. The gaffe-prone Abela was even accused of forcing army officers to give him the gen- eral salute on the day marking the army's 37th anniversary, a privilege reserved for the Prime Minister and the AFM Com- mander. Abela denied forcing the army to give him the salute while the army replied that a salute is given to the parlia- mentary secretary during army events. Comeback kid Abela is also known as a di- visive and partisan figure and is remembered for asking One journalist Charlon Gouder in a threatening tone whether he would emigrate from Malta if the Malta Labour Party lost the elections yet again ¬– the One journalist was himself a guest of the PN in- t e r v i e w i n g Lawrence Gonzi at the granaries. Not surprisingly, Abela found himself a casualty of the GonziPN strategy in 2008, which resulted in a number of party veterans like him losing their seat. But Abela's persistence in standing again in 2013 has been rewarded and stands testimony to the politician's best quality: his popularity at the constitu- ency level, especially in Rabat. Moreover, his ability to be re- elected to parliament twice af- ter losing his seat first in 1992 and then in 2008 confirms his political stamina. Now Abela has been re-elected to parliament at a time his party has raised the bar on standards by asking Cassar to step down for showing "an error of judge- ment" in his relationship with Gaffarena. Will Abela re-invent himself in a way which dignifies Busut- til's honesty platform, or will he once again embarrass the party with his antics and past? brings Malta closer to conflict the NATO treaty, the collective de- fence clause used for the first time after the September 11 terrorist attacks in the United States, which saw European allies flying air de- fence missions over New York and Washington following that deci- sion. On his part NATO Secretary- General Jens Stoltenberg said that there had been no request for invok- ing Article 5, "but many NATO al- lies have offered France support and help and we are doing it in many dif- ferent ways." He said NATO coun- tries "are playing a key role in the coalition fighting ISIL" and said that while Russia could play a construc- tive role in Syria, "what we've seen so far is that most of the military ac- tions have been targeted at targets not in ISIL-controlled areas." EU officials told the FT that Arti- cle 42.7 was included in the EU trea- ty at the insistence of Greece, which wanted to have some kind of collec- tive defence protection outside of NATO because its biggest military adversary – Turkey – is also covered by the NATO treaty. French President Francois Hol- lande's speech on Monday, in an exceptional sitting of both houses of the French parliament in Versailles, was kicked off with the words: "France is at war". He announced that on Tuesday France would invoke the European mutual defence clause. Rather than Article 222 of the Treaty on the Functioning of the European Union, the Solidar- ity clause which requires assistance when a member state is "the object of a terrorist attack", France chose to trigger article 42.7 of the Treaty on European Union. He also announced that France has asked for a meeting and a resolution from the UN Security Council. Hollande will meet US and Rus- sian Presidents Barack Obama and Vladimir Putin, "to join our forces and reach a conclusion that has been too long overdue." "We are not in a war of civilisa- tions, because they [the terrorists] don't have any," Hollande said.
