Lloyds Bank's latest barometer of business mood found confidence in trading prospects fell to its lowest level in three years in May. Moreover, overall confidence and hiring plans were also down, according to the survey of about 200 companies with a turnover of more than £1m. The poll comes alongside a separate figures showing a dip in job vacancies and advertised salaries in May. Together the reports will add further fuel to the debate over whether the EU referendum is hurting business confidence or whether other factors are at play that will persist beyond the vote in June. Lloyds said a net balance of 32% of firms polled were feeling more confident, down from 38% in March and 45% at the start of the year. The drop in confidence was most marked in medium-sized companies with a turnover of between £5m and £20m. For all sizes of company, the net balance reporting an improvement in trading prospects fell 11 points on the month to a three-year low of 38%. There was also a drop in the net balance of firms expecting to increase staff levels. Hann-Ju Ho, a senior economist for Lloyds Bank commercial banking, said: "Our May survey shows a second consecutive monthly fall in overall sentiment, suggesting that economic growth may slow further in the second quarter due to near-term economic risks. "Despite this, overall confidence remains above the level in February of this year with increased resilience across our industrial sector and among larger firms." Lloyds' finding echo other recent polls which indicate that some businesses have deferred hiring and investment decisions until after the 23 June referendum, and the Bank of England has said those jitters will knock economic growth this quarter. Lloyds said 32% of the firms it polled were feeling more confident, down from 45% at the start of the year Money Market Report for the week ending May 27, 2016 ECB Monetary Operations On Monday, May 23, the European Central Bank (ECB) announced its weekly main refinancing operation (MRO). The operation was conducted on Tuesday, May 24, and attracted bids from euro area eligible counterparties of €60.20 billion, €10.26 billion higher than the bid amount of the previous week. The amount was allotted in full at a fixed rate equivalent to the prevailing MRO rate of 0.00%, in accordance with current ECB policy. On Wednesday, May 25, the ECB conducted a three-month, longer-term refinancing operation to be settled as a fixed rate tender procedure with full allotment, with the rate fixed at the average rate of the MROs over the life of the operation. The auction attracted bids of €6.27 billion from euro area eligible counterparties. The amount was allotted in full in accordance with current ECB policy Also on Wednesday, May 25, the ECB conducted a seven-day US dollar funding operation through collateralised lending in conjunction with the US Federal Reserve. This operation attracted bids of $0.80 billion, which was allotted in full at a fixed rate of 0.85%. Domestic Treasury Bill Market In the domestic primary market for Treasury bills, the Treasury invited tenders for 91-day and 182- day bills, maturing on August 25 and November 24, 2016. Bids of €53.00 million were submitted for the 91-day bills, with the Treasury accepting €12.40 million, while bids of €45.00 million were submitted for the 182-day bills, with the Treasury accepting €2.00 million. Since €28.80 million worth of bills matured during the week, the outstanding balance of Treasury bills decreased by €14.40 million, to stand at €338.00 million. The yield from the 91-day bill auction was -0.215%, down by 0.8 basis point from bids with a similar tenor issued on May 19, 2016, representing a bid price of 100.0544 per 100 nominal. The yield from the 182-day bill auction was -0.210%, down by 2.0 basis points from bids with a similar tenor also issued on May 19, 2016, representing a bid price of 100.1063 per 100 nominal. During the week under review, there was no trading on the Malta Stock Exchange. On Tuesday the Treasury invited tenders for 91-day and 182-day bills maturing on September 1 and December 1, 2016, respectively.
