BY SAVIOUR BALZAN MAGISTRATE Consuelo Scerri Herrera has earned a rebuke from the Commis- sion for the Administration of Justice after a six-year review of allegations made against her by one of her for- mer friends: the Malta Inde- pendent columnist and blog- ger Daphne Caruana Galizia. In its three-page conclu- sions, which were seen by this newspaper, the judiciary watchdog said Scerri Herrera had breached the judiciary's code of ethics with behaviour that had compromised her integrity and personal dig- nity, and which had placed doubts on the independence and integrity of her office – namely by her attendance at parties and seeking public exposure, but also entertain- ing the amorous advances of a police inspector. But the Commission found no substantiated evidence that the magistrate had shown professional favour- itism towards the architect, Robert Musumeci, before the two became companions. Neither was there any evi- dence that she had visited Singapore on work-related travel unnecessarily, and that she had irregularly tak- en a police inspector with her as a legal expert; or that she had accepted gifts that could have influenced the execution of her duties. We asked expert Roderick Pace MATTHEW VELLA THE Electoral Commission is once again failing to carry out a proper reconciliation of newly naturalised and registered citizens, after Identity Malta purportedly omitted to include citizens who acquired a Maltese passport under the Individ- ual Investor Programme. An ongoing analysis of the citizenship roll by the Nationalist Party's elec- toral roll has now revealed that the citizenship roll furnished to the Electoral Commission by Identity Malta does not include those citizens who acquired Maltese citizenship for €650,000. It is a serious omission that is breaching electoral laws, and also preventing the Electoral Commission from having at its disposal a full list of citizens – including those who may be ineligible to vote because they have not lived on the island for a minimum of six months over the last 18 months. In a stern letter from the Nationalist Party, Elec- toral Commissioner Joseph Church was informed that the list of citizens he had been given by Identity Malta was inconclusive. "It does not include those persons who acquired natu- ralisation through the IIP," the PN – currently in court demanding the striking off of 91 ineligible voters who acquired the 'golden' pass- port – told Church. Malta's Constitution makes no difference be- tween citizens who ac- quired naturalisation either through the IIP or by mar- riage or permanence.
