MaltaToday understands that ministers have been advised to set their sights on their constituents in what is likely to be a long hot summer campaign that will serve as a build-up to an early Budget, before firing the starting pistol for a short election cam- paign. Secretariats have been thrown into campaign mode and been asked to focus their energies on customer care relations, with a November election very likely on the cards – contradicting the vocal statements by Prime Minister Joseph Muscat, on more than one occasion, that he will complete his full five-year term and hold elec- tions in March 2018. Refalo was asked what insurance cover he had requested for his art collec- tion, which includes some masters such as Mattia Preti, as well as other unique and well- known artists. While ministers are expected to fill in annual declarations of assets, the declara- tion is traditionally taken to include immovable property and financial assets. Questions put to his com- munications coordi- nator and ministry consultant yesterday made reference to whether Refalo's art collection, contents of which are known to this news- paper, should now be declared in his an- nual asset declaration.
