Institute of Management to host International Taxation Conference The Malta Institute of Man- agement will organise its 10th International Taxation Confer- ence on the 15 April 2016 One of the key topics to be addressed at the conference will be the im- plementation of Base Erosion Profit Shifting (BEPs) and state aid rules which will lead to a significant change in the modus operandi of Businesses in Euro- pean member states. This topic is of prime impor- tance as it may change Malta's attractiveness to foreign inves- tors. The tax advantages and the other state aid that Malta offers may be at risk. Although Malta certainly offers other advantages to foreign investors this is usu- ally realised when the investor has already setup shop in Malta. In this context, tax becomes of secondary importance. However, if things change drastically then Malta needs to find an alternative way of at- tracting attention. The panel will analyse whether first of all this risk is a real one or it is a question of interpreting what is being implemented. The debate within the Maltese impact panel will also need to focus on whether Malta will be in a position to retain the busi- ness it has attracted. In the cur- rent scenario, whereby the bu- reaucracies are increasing rather than decreasing and in a scenar- io whereby anything that is not services is the target of unjusti- fied complaints. In a few months, Malta has experienced strong opposition on the recent investment of the American University of Malta, as well as on other potential sports investment, on cruise lin- ers, on events in public gardens, on new property developments and most recently, on the ship- yards. What message is Malta sending to potential investors? Stand- ards are important and should be clear to everyone in the same manner. However, gossip stand- ards are extremely dangerous for regulators and investors alike. Keeping this in mind, the pan- el focusing on Malta will aim to come up with a new strategy to attract foreign direct investment in Malta. There are various ways that one can do this and such debate will be brought up dur- ing the conference, which is pri- marily attended by accountants and law yers.
