CAREER OPPORTUNITY DIRECTOR COMPLIANCE & ENFORCEMENT Jobs Plus Permit No. 68/2018 The Environment and Resources Authority, is seeking to recruit a Director Compliance & Enforcement to oversee and lead the Compliance and Enforcement Directorate. The Director Compliance & Enforcement shall also be responsible to provide effec ve and strategic support to the Authority, with par cular emphasis on Compliance and Enforcement ma ers. The person selected for the post, which is extremely challenging and offers a good remunera on package, will be directly answerable to the Chief Execu ve Officer. The Role • Formulate the Directorate's strategic vision and direc on necessary to meet the statutory obliga ons in the Environment Protec on Act and other na onal and interna onal obliga ons; • Manage the compliance and enforcement ma ers of the Environment and Resources Authority in accordance with any related legal instruments; • Lead the Compliance and Enforcement Directorate and ensure the con nuous delivery of the Authority's objec ves; and • Engage with all key stakeholders as required through the related work exigencies. The Person • Strong management and leadership skills, with the ability to manage mul -disciplinary teams; • Strong inter-personal and people-skills with the ability to mo vate employees; • Ability to generate synergy and collabora on among stakeholders; • Strong analy cal, cri cal thinking and decision making skills; and • Knowledgeable in relevant na onal and interna onal environment legisla on. Qualifica ons and Experience • Ideally holds a Bachelor's Degree (MQF Level 6) as recognized by NCFHE in Environmental Sciences, Sciences, Na onal Law, Forensic Sciences, Built Environment and Engineering or comparable qualifica on as recognised by NCFHE. • A minimum of 5 years' working experience in a managerial or enforcement role. • Working experience in the enforcement sector in a high echelon posi on with the Police or the Army, would be considered as an asset. Despite recent lay-offs in iGam- ing by betting giant Bettson, activ- ity in this innovative sector is still buzzing, and salaries for top ex- ecutives still rising. Chief executives in Malta's booming gaming industry are earning nothing short of €80,000, with salaries having increased by an average 3.8% over the previous year. A salary survey by the recruiter Boston Link suggests that sala- ries for top C-suite executives in- creased steadily over 2017, while core staff salaries remained broad- ly flat. CEOs could expect starting sala- ries of €120,000, but the average moved up 7% to €150,000 over last year. Chief Financial Officers saw the greatest boost, with a 16% increase to an average €140,000 salary. Chief Operating Officers saw a 4% increase in average salaries, climb- ing to €125,000 while marketing directors saw a 4% decrease down to €125,000. "For the executive salaries the upper limit is less absolute than for other roles," writes Boston Link managing director Julian Perigo in the latest survey report for 2018. "The most well-remunerated ex- ecutives are earning significantly higher with 100% plus perfor- mance-related bonuses and share options. Lower to mid-range CEO salaries tend to reflect start-up or early stage companies being run by their founders. As founders step back from day-to-day run- ning, they often need to hire a CEO externally to drive the next stage of growth." The highest CEO salary sug- gested by Boston Link's survey was that of €250,000. Boston Link said the industry still lags behind on gender diversity in executive-level positions. A recent report by KPMG highlighted that women were not catered for when it comes to the female gambling industry, and that a lot had to be done to "court the female market". Down the line, salaries for core staff stayed broadly the same ex- cept for heads of risk, payments and fraud, whose average salaries doubled over 2017 from €30,000 to €60,000, with the highest salary reaching €70,000. Perigo said that in 2017 his com- pany expected to see more com- panies adopting employee pension schemes. "But this hasn't materialised. The most widely adopted practice last year was free breakfasts and lunches, often through in-house chefs. One trend we expect to see in 2017 is companies offering digital wallets to their staff which will help them to allocate fringe benefits such as monthly food al- lowance." Perigo also said flexible hours and remote working possibilities were key benefits to retain staff. An area where recruitment was challenging for gaming firms in Malta was in legal and compliance, where Boston Link reported a shortage of talent and an increase in demand for these jobs. Starting salaries for lawyers were €40,000, while a head of legal could expect to command at least €75,000 and an average of €100,000.
