Only 10% of respondents said they would consider internet ser- vices as a substitute for local pay- TV, indicating pay-TV services were the best way of meeting their Internet TV subscriptions decline by 19% compared to 2015, MCA survey finds Netflix no threat to pay- TV, but 34% use internet streaming KARL AZZOPARDI 17 NGOs yesterday presented a set of proposals for improved rent regu- lation in Malta, after the Parliamen- tary Secretariat for Social Housing released a White Paper on improved regulation for the sector. The NGOs' proposals were mod- elled on countries which have in- troduced and enacted strict rental regulation. They insisted that the new proposals have nothing to do with the pre-1995 rent legislation that used to be active in the country. "Affordable housing is not the sole responsibility of letting and a wide range of issues needs to be tackled. We look forward to a plan of action being taken," Andre Callus from Mov- iment Graffitti said. The proposals do not impose any tenant-landlord relationship other than the established rental contract. The main proposals include a tax regime that incentivises long-lets through lower tax-rates for longer leases. This will enable short letting ranging from zero to two years, to be taxed at 25% and medium letting ranging from two to five years at 20%. Long letting from five-ten years would be taxed at 15% with a minus 1% for each additional year from the NGOs call for tax on empty housing RENT REFORM
