The measure will come into play if the number of MPs from the under-repre- sented sex amounts to less than 40% of the total. Under the proposed re- form - which will be put to a month-long public consul- tation starting today - up to 12 additional MPs from the under-represented sex will be added to the number of MPs elected through the current electoral system. The reform will include other measures aimed at mainstreaming gender is- sues in parliament as well as making the institution more family friendly. Proposals also include state-funding of political parties which choose to include more members of the under-represented sex on their party list, as well as a reform of the electoral commission. Reform will lead to more women in Malta's parliament PAGE 2 DAVID HUDSON A proposal put forward by the Fed- eration for Hunting and Conser- vation (FKNK), Malta's hunting lobby, to lift the moratorium on the hunting of turtle doves in spring has been voted down by members of the Ornis Committee. The committee, which is tasked with advising the minister on mat- ters relating to the conservation of wild birds, said in a statement that two votes had been taken on mo- tions put forward by the FKNK. The first vote, which proposed the reopening of the turtle dove spring hunting season, was reject- ed by the committee, with repre- sentatives from BirdLife and the Environment and Resources voting against. The committee's chair- man as well as its two independent mem- bers abstained.
