In what may turn out to be a textbook case of piece- meal development, applicant John Ghigo's home for the elderly may well grow into a full-blown five-storey struc- ture. The latest application would increase the number of rooms from 74 to 124. What originally paved the way for this development on 3,000sq.m of agricultural land was an outline permit issued under the previous adminis- tration in 2009. The permit was issued at reconsideration stage, a year after the PA had turned down the permit. The PA's planning directo- rate had recommended the refusal of the permit due to the take-up of agricultural land and the encroachment outside the development zones. The PA had previously turned down an application to construct two dwellings on the site. The old people's home, which is still under con- struction, is located in Triq il-Pitiross, Gudja. The devel- opment is partly located in a rural hamlet and partly out- side development zone. While no construction is normally allowed in ODZ, development in the rural hamlet is limited to two floors. The new hotel will have 405 rooms, two restaurants, an indoor pool, gym, parking area and conference facili- ties. Holden Development's new project will occupy the same footprint of the existing one but its gross floor area will increase substantially from 23,102sq.m to 32,887sq.m thanks to the development of three new levels. The hotel will include ex- tensive landscaping, includ- ing a pool surrounded by lush vegetation and a sandy beach in the vicinity of the restaurant area. In 2016 the Planning Au- thority approved the heart- shaped extension to the Ramla Bay Hotel on the mer- its of its "iconic architecture as a permanent attractive landmark" at Malta's north- ern tip, designed by architect Ray Demicoli who has now been entrusted to redesign the hotel. The application approved in 2016 increased the mass- ing of the resort, replacing 45 apartments with 100 apart- ments through seven-storey apartments, three restau- rants, a nightclub and a bar. The development was ap- proved despite concerns expressed by NGOs on the visual impact of the develop- ment especially when viewed from the Comino ferry and the rocky foreshore along Triq il-Marfa.
