Further details can be obtained from the website: http://www.justiceservices.gov.mt/courtservices/JudicialSales/search.aspx The bidders taking part in the auction must present their identity card Rudolph Marmara' For the Registrar Civil Courts and Tribunals Paceville, St George's Bay Three towers on Cresta Quay coast instead of one at Villa Rosa JAMES DEBONO IN an apparent compensation for not allowing Garnet Investments to build a 36 storey tower on the Villa Rosa garden site, the Pace- ville master plan foresees three high-rise towers overlooking the eastern part of the St George's Bay, set on the rocky foreshore presently occupied by the Cresta Quay water sports facility pres- ently used by EF language school. The three proposed towers con- sist of a 30 storey hotel and two adjacent residential and office blocks, one rising up to 25 floors and the other to 20 floors. Further to the east along St George's Bay a 26-storey tower is being proposed on the Westin Dragonara site. This may com- pensate for the fact that views from this resort will be partly ob- structed by the Portomaso land reclamation project. Further inland a 34-storey tower and a number of other blocks are being proposed on the St George's Park site. In this way while the Villa Rosa gardens will be spared from high- rise development –something which is already not allowed by existing local plans, the eastern coastline of the beach, which is presently relatively free from de- velopment, will be dominated by high-rises. The proposed exten- sion of the artificial beach will also give these developments access to the beach. Residents who presently en- joy the view of the sea will find themselves sandwiched between St George's Park and the Cresta Quay high-rises. The Cresta Quay site was origi- nally identified for the building of a low-rise hotel in a develop- ment proposed by Anton Camill- eri, owner of Garnet Investments in 2013. But recently Camilleri presented a striking design for the Villa Rosa area by the world- renowned Zaha Hadid architec- tural firm, which was to include a 36-storey tower on St George's Bay, and a development stretch- ing all the way from Cresta Quay to Moynihan House in a vessel- like creation. But the proposed master plan states that high rise development at Villa Rosa should be limited to the easternmost site to "minimise overshadowing of the beach", and to retain Villa Rosa as a promi- nent local landmark defining the backdrop skyline of the bay. Apart from the high-rise development on the east of the beach, 10-storey developments are envisaged on the Moynihan House site on the western edge. It is unclear how the high-rise development will fit in the patch of coastline between Triq Drag- onara (which will be retained) and the sea, which had been previous- ly earmarked for the hotel. The master plan makes no reference to the need of land reclamation works in this area. The Cresta Quay site earmarked for the hotel consisted of 2,544 square metres of land, which was to be converted into a 56-room four star hotel, spread over three floors below road level. Although an Environment Impact Study has been completed, the PA has not yet issued a permit for this devel- opment, which has now been su- perseded by the master plan.
